WSCPA Goals
Session and Training Policy
I have brought the notes from the WSCPA Board Goal Session on
06-24-03
for us to review. Doug asked me to bring the last job description for
myself that was set up in 1996 for us to review.
Nextel Phone
Patrol
NEXTEL and WSCPA have entered into a contract where NEXTEL will provide
100 flip phone replacements to the agencies listed by WSCPA. The list is
included in this report. One new item is that any phone lost by the patrol
will cost WSCPA $200. The contract was reviewed by Kris Hedine who told me
to make sure we write up a contract with each individual agency including
the stipulation of the $200 charge for lost or damage phones. NEXTEL is in
the process of sending out and replacing phones as we speak. NEXTEL will
have all the phones out by
December 1st, 2003
. We have already contacted Senator Mike Hewitt, James McDevitt –
Eastern Washington Attorney General, Jack Calhoun – NCPC as some of the
possible keynote speakers. We are also planning special speakers for at
least the Awards Luncheon. A general session is planned where everyone
will come together and then break into individual region meetings.
Tentative plans are based on 75 people attending.
Pasco Spring
Conference
We are scheduled to be at the Pasco Red Li on
April 19th, 2004
. The WSCPA Board meeting will be on Monday, and the conference will run
until Thursday. A Display Area is being planned for Tuesday with the lunch
being held in the display area. We will be using the same breakout plan as
the Puyallup Conference. We will have two concurrent sessions going at the
same time. Speakers are being scheduled as we speak. The Awards Ceremony
is scheduled for Wednesday. WSCPA will include three lunches in the price
of the registration. Registration is currently planned for $150. Erika was
going to be here today and then Chief Austin told her that he could make
the report and he was called away from this meeting by his Mayor.
Conference registration forms will be ready for mailing by
January 1st, 2004
.
Membership
WSCPA 2003 Membership has hit the 500 level. As of today we have 509
members. In talking to Chief Austin and the WASPC Office we are going to
have to do a good job marketing the WSCPA. The proposed training that we
are working on is a good place to start along with the plans that were
started at the last Board Meeting in identifying the other associations
that WSCPA should be affiliated with. We have 84 law enforcement agencies
out of 280 as members of WSCPA. There is a good potential to have WSCPA
membership at 600 or 700 a good membership drive. Besides marketing the
WSCPA the board needs to address other membership needs like the
Newsletter and crime prevention materials.
Washington
Association of Sheriff’s and Police Chiefs
Chief Austin asked me to report on the following. WASPC has scheduled
me to talk to the Small Agency Meeting on November 17th and
Chief Austin has asked that I come to his Police Standard Committee
meeting to talk to them about the following training that is going to be
covered a little further down this report and as New Business. WASPC is
also ready for WSCPA to set up a display area. Right now I intend to have
plenty of WSCPA membership packets and some of the WSCPA materials ready.
I hope to have flyers made up for the different trainings and hope to run
a lap top with a Beta version of the WSCPA Web site. I also hope to have a
TV VCR combination to showcase the Terrorism Awareness Prevention Program.
40 Hour Basic
Crime Prevention Class – WSCJTC November 3 – 7. 2003
Marion
asked me to report on the upcoming 40 Hour Basic Class. The training has
19 people registered at this time and billings have been sent out. Letters
will follow showing the attendees how to get to the

.
Marion
had to change the schedule and is looking for a couple of speakers. Please
check with me if you are able to fill in and understand that
Marion
is working on the same list in
Vancouver
as we meet.

Vancouver

Calendar
I have been contacted by
Chelan
County
SO
to host the 2005 Spring Conference and have received inquiries from
Longview PD. We have not received any formal letters asking to host the
next conference. WSCPA needs to address this so planning can be going on
for the next conference and so we can announce the 2005 location in
Pasco
.
I need WSCPA Board members to send me notification of all regional
meetings and trainings. This information will be placed on the Web site.
National Crime
Prevention Conference -
Washington
DC
I was invited to speak and facilitate at the State Leader’s Forum.
The State’s Leaders Forum is a meeting of all State Crime Prevention
Association Executive Directors and State Program Leaders. We covered
several major points. I facilitated the first meeting which covered
“Federal Priorities in Crime Prevention. “ Marion Swendsen was asked
to come by NCPC to help build closer ties between NCPC and WSCPA.
Brinks Home
Security – Block Watch Kits
Scott Gordon of Brinks Home Security and I have worked on a number of
projects in the past couple of years. I asked him to check with Brinks
Corporate if they would like to partner with WSCPA in 1000 Block Watch
Kits. The kits would include signs, DIY Booklets, BW Maps and other items.
The overall cost came to $45,000. Scott’\s Vice President gave his okay
and the request was sent up to the head office. The head office sent back
the request asking that it be re-submitted after the first of the year.
Scott Gordon is going to come to
Seattle
the week of November 3-7 to discuss how we can make this project work. The
process would include printing 25,000 DIY Brochures, 50,000 OP ID stickers
and other items for the kits.
United for a
Stronger
America
Program
NCPC and Medeco are encouraged with the progress of the program in
Washington
State
. John Sekreta from Medeco has met with Regions 1, 5, 6, and 8 and made
plans to go forward with the program. Medeco displays have been ordered
for several regions.

Terrorism
Awareness Prevention:
The “Terrorism Awareness and Prevention Program” was presented to
the State Leader’s Conference by Jerry Loudon, Crime Prevention
Coordinator of the Bureau of Training Services,
Pennsylvania
. They developed this curriculum with help from the USDOJ (Burn Grant).
They received $25,000 for 1000 kits and another $45,000 to teach other
trainers across the state the program.
The Ohio State Office of Public Safety then took this manual and
developed one for use by the state of
Ohio
. They are currently using Burn
Grant money to teach their law enforcement agencies. The person that did
this for
Ohio
State
is currently President Bush’s appointee to be the next Assistant
Director of Criminal Justice Programs for the Department of Justice,
Domingo Herraiz. Domingo was the Ohio State Crime Prevention Association
Executive Director and then worked for the Governor of Ohio before being
appointed to this new job. Domingo asked me if the Washington State Crime
Prevention Association would like to take this training into
Washington
State
. Domingo wanted us to partner with either the Washington State AG’s
office or our equivalent of Police Standards. I asked Domingo if I could
take the program and partner with the Washington State Criminal Justice
Training Commission and maybe the Washington Association of Sheriff’s
and Police Chiefs. Domingo liked the idea and advised me that he would
write any letters needed in our behalf to obtain Washington Burn Grant
money or to see if there were discretionary money available.
One Day High
Impact Crime Prevention for Sheriff’s and Police Chiefs
While in
Washington
DC
, I asked NCPC, USDOJ, OJJDP, and several other agencies if they might be
ready to come to
Washington
State
for a one day crime prevention summit for sheriff’s and police chiefs.
They were very interested in helping us raise the level of crime
prevention and told me to check it out and send them the possible dates
that we had in mind. I would like to partner with the WSCJTC and WASPC in
a one day training.
40 Hour Crime
Prevention for Hospitals:
The WSCPA just held their first 40 Hour Crime Prevention for Hospital
Personnel last week. Forty-six
people attended the class that was held at Children’s Hospital. The idea
started last year when Jim Sawyer and I had a meeting. We came up with an
idea on hospital training that was two phases. First phase was the 40 hour
of training which could then be opened to care facilities and schools. The
second phase which is being worked on now is a Hospital Watch Program.
Part of this would be to fulfill other training inside the hospital for
employees and users of the hospital. We will be setting up a program with
help from the department of Homeland Defense.
Crime
Prevention Instructor Development Course
WSCPA would like to know if we could develop a 40 Hour Instructor
Development Class for crime prevention officers. I know WSCJTC provides
this and if we need to use their curriculum that is fine. We would just
like to hold one for crime prevention officers.
