WSCPA Board Meeting – April 19, 2004 at the Pasco Red Lion:

I have received the Treasurer’s Report and the Region 5 Report and
added copies to this Report.

Pasco Conference:
We have 48 full and 3 1-day registrations going into the Pasco Spring Conference. Numbers are down due to poor budgets. We have scheduled
the first lunch with the Vendors and hope to have a program session as
part of the first lunch. We have Mastercard, Black Knight Graphics,
Medeco, NCPC, and NEXTEL coming in for the conference. The
curriculum is set and I have included a conference budget summary as
the last page of this report. The board needs to acknowledge the Pasco
Police Department for work in putting together the conference.

WSCPA Awards:
The awards have been selected and the award winners notified by Randy Chapman. The awards themselves will be brought over by Gerald W. Abernathy. 

WSCPA Elections:
I received a telephone call from Shelby . We are playing telephone tag and
I will try again before I leave for Pasco on Monday. At this time I have received an application for Treasurer and that is it. I will check with all the board members to see if they want to run again. The office has sent a letter asking for people to apply for a board position but no one has sent in an application.

WSCPA Website:
The website is being looked at by a number of computer savvy people with
 the intent of upgrading the website. We are looking at a complete facelift
and finding out what it might cost. We look forward to any ideas or help
we can find. A lot of pictures will be taken during the conference. We
will post a newsletter focusing on the conference  and conference award winners as soon as we can.

We hope to add some new features to add motion to the website. We are looking at fixing any spelling mistakes and fixing the margins on the left
side so documents aren’t cut off.

I spoke to Steve Rittereiser and the office is now keeping the most current edition of the By-Laws.

NCPC Conference:
An initial organizational meeting was held at the Seattle Renaissance Hotel. NCPC has selected this site over others because of it’s location to
downtown Seattle and the waterfront. NCPC gave out the dates of
October 20-22, 2004
for the conference. WSCPA will be asked to
help with the on-site activities and advertising. We have been asked to
invite our Governor and other VIP’s to participate in the conference. 

NCPC is going to print the conference flyers and have reminders for the
Spring Conference. We will have enough for everyone to hand out at
meetings as a reminder for the conference. Daryl has been asked to give
a report at the Law Enforcement Executive Forum and to give a report at
both the WASPC Sheriff’s and Police Chief’s meeting. 

40 Hour Basic in Spokane :
Sandy Richards has 15 people signed up for the class which is the first
week of May in Spokane . Fees are being collected at this time. Sandy
hopes to have another 5 people sign up for the class.

Brion Schuman Scholarship Program:
A team of Whitman College students were asked to make the first review
of 23 scholarship applications. They were given a short class on what the criteria was for the scholarship and they were asked to review the
applications under this criteria. They did an excellent job cutting the
first group down to the top four. I read these applications and had to
agree with their selection.

I then asked Chief Chuck Fulton, Captain Terry Heisey and Prospect
Point Principal Rick Nebeker to read these applications and to rate them
1-4. All three came back with Tiana Estes from Central Washington
University
as their top choice. The office is trying to contact Tiana and
tell her that she has won the Brion Schuman Scholarship and to see if she
 could ride over from Ellensburg for the WSCPA Awards Program.
