WSCPA Board Meeting Icicle Inn - October 25, 2005 These minutes are presented by Executive Director Daryl Pearson to the WSCPA Board. Regional Director’s Meeting Bob and Kay McKellar, Daryl Pearson, Gerald Abernathy, Sam Ramos, Jill Boudreau, Steve Paxton, and Larry Nelson discussed the duties of the Regional Directors. Daryl told the Regional Directors that the Vice President Tonya Seaberry was their supervisor according to the WSCPA Bylaws. Daryl reminded the group that all regional reports needed to be sent to the office by the 10th of the month on February, April, June and October. The Regional Director’s, President’s, Executive Director’s, and Treasurer’s Reports will then be sent to the entire board as a consent agenda. This will save the board time by being better prepared for the meeting and allowing the Board more time to work on the more important issues facing WSCPA. The group agreed to send in their reports in a timely manner. Gerald Abernathy asked Daryl to post the Director’s reimbursement form on the WSCPA web page. Daryl assured the group that this will be done by the next board meeting. WSCPA Board Meeting The meeting was called to order at 13:25 PM by President Robert McKellar at the Icicle Inn, Leavenworth, WA. Those present included Robert McKellar, Kay McKellar, Jill Boudreau, Steve Paxton, Gerald Abernathy, Larry Nelson, Greg Snyder, Maria Stidham, Daryl Pearson and Tonya Seaberry (excused late arrival due to family funeral). Samuel Ramos was invited as a guest to the board meeting. Patrick Harris, Executive Director of the Virginia Crime Prevention Association was visiting the WSCPA Board on behalf of the U.S. Department of Justice. The following Board members were excused including Marion Swendsen, Jim Sawyer, and Denis Austin. President’s Message President Robert McKellar welcomed everyone to the meeting and advised the group that we had a lot of things to discuss. President McKellar reminded the Board to send in their reports in a timely manner. President McKellar told the board that Daryl and he had traveled to the National Crime Prevention Conference in Washington DC and that they had a great conference experience. Robert told the board that a number of speakers have volunteered for the Wenatchee conference and that he has a number of great ideas for the conference. McKellar reported to the Board on the State Leader’s Forum where Daryl and Bob facilitated the Federal Resources part of the program. President McKellar told the board that the Washington State Crime Prevention Association is highly respected by the National Crime Prevention Council, Crime Prevention Coalition of America, and the US Department of Justice. President McKellar advised the board that Daryl Pearson – WSCPA Executive Director was selected as an Executive Board member of the Crime Prevention Coalition of America. President McKellar reported that these groups consider WSCPA as one of the top 3 or 4 crime prevention associations in the country based on our activities and recent accomplishments. During the conference Daryl Pearson and Robert McKellar were twice called to the podium to accept recognition for WSCPA Accomplishments. One time for WSCPA being one of the original state associations that helped NCPC get started and the other for WSCPA’s participation in the McGruff 25th Anniversary Celebration. President McKellar felt that WSCPA will receive a lot of help in the future from NCPC, Crime Prevention Coalition of America and the Department of Justice. New Board Member for Region 6 Samuel A Ramos of the Sunnyside Police Department was volunteered by his chief of police to become the WSCPA’s Region Six Director. Kay asked Sam if he was forced into the Region Six position and Sam assured Kay that he wanted to be the Region 6 Director and was looking forward to helping WSCPA. Gerald Abernathy moved to accept Samuel Ramos of the Sunnyside Polilce Department as the new Region Six Director. Kay McKellar seconded the motion and the motion passed. Patrick Harris of the Virginia Crime Prevention Association Patrick gave the board a little background on why he was attending the WSCPA Board Meeting. Patrick told the board that he was here to represent the Virginia Crime Prevention Association and especially the Department of Justice. Domingo Herraiz the current Director of Justice Assistance gave a grant to the Virginia Crime Prevention Association to provide resources and programs to other state crime prevention associations like WSCPA. Patrick told the group that he was surveying all existing crime prevention associations. Domingo has an interest in having the Executive Director’s position for WSCPA a full-time paid position. Patrick told the board that a small number of associations have a paid Executive Director’s position. Patrick offered to help make WSCPA’s Executive Director’s position a paid position and Domingo would like to see that position filled by Daryl . Patrick commended the WSCPA Board for their activities and told us that the new CPTED legislation in the Washington State Legislature could be the best that he has ever seen and is interested in finding out more about this. Patrick gave the board a packet of information on the Virginia Crime Prevention Association and told the WSCPA Board that he was going to take a number of ideas from WSCPA back to Virginia to see if they can implement them in their association. Patrick told the board that he was very happy with his visit and will stay in contact with Daryl Pearson and Robert McKellar on any possible grants. Patrick told the Board that the Virginia Crime Prevention Association provides technical assistance and training for the law enforcement agencies in Virginia. They do not provide in kind crime prevention materials but do sponsor a number of trainings and has help set up a number of crime prevention certifications. Their budget is now around three to four hundred thousand dollars. They also have a web page and Patrick said that he uses the WSCPA web site at least once a week. The Virginia Crime Prevention Association is looking forward to help WSCPA in future events. Patrick advised the board that he asked Daryl to fill out the National Survey. Patrick told the board that a number of people may be used to assist the other state crime prevention associations in building their association and annual trainings. President McKellar thanked Patrick for coming and hopes that WSCPA and the Virginia Crime Prevention Association will work together in the future. Consent Agenda The Board was provided a copy of the consent agenda. They were given 10 minutes by President McKellar to review the items and to ask any questions. Daryl advised the group that he had sent out the minutes from the last board meeting and did not include the minutes in this packet. Daryl advised the Board that he did not have a Treasurer’s Report and was expecting Cindy Turpen at this meeting. The Board accepted the consent agenda items as presented and asked Daryl to send out an updated Treasurer’s Report with these board minutes. Gerald Abernathy made a motion to accept the Consent Agenda and Larry Nelson seconded and the motion passed. Daryl advised the board that this will be done by the first week of December. The month of November is usually taken up with the 40 Hour Crime Prevention Class and the Membership Renewals. President McKellar asked that it be done as soon as possible. Training: 40 Hour Basic October 31 – November 4th Daryl advised the Board that we had 24 to 27 people signed up for the upcoming 40 Hour Basic Crime Prevention Class. This class was originally scheduled for November 7-11, 2005 at the Washington State Criminal Justice Training Center. Marion Swendsen was contacted by WSCJTC and told that they had no rooms available for that weeks at the Training Center. Marion felt that this week was bad also because of Veteran’s Day. Marion started checking with local agencies to see who might be able to host the class. The Sea Tac Police Department stepped forward and offered their City Council Chambers as our training location. Marion then called several of the speakers and found that the week of October 31st to November 4th would be the best week to hold the class. Marion then contacted the speakers and set up the classroom schedule. President McKellar brought up a number of items when it came to the 40 Hour Basic Crime Prevention Class. President McKellar was thinking of appointing a training committee to make sure that our training cover the topics needed by our law enforcement agencies. President McKellar asked Daryl if Rural Crime Prevention was being covered in this class. Daryl advised President McKellar that there might be a couple of time frames open to present a class on Rural Crime Prevention. Daryl told President McKellar that he would recommend that this class be added to the 40 Hour Crime Prevention Class at Sea Tac. A number of board members felt that we needed to keep the Association better informed on our training by keeping both the Training and Calendar pages of the website as up to date as possible. Daryl advised the board that this was going to happen and asked each of the members of the board for their help when they are notified of other items that need to be added to the website and that this information be forwarded on to the WSCPA office. 40 Hour Basic CP in Yakima Daryl reported that Lt. Dean Wilson of the Yakima Police Department has contacted the WSCPA Office in the hopes that we provide a 40 Hour Basic Crime Prevention Class in the Yakima area. Lt. Wilson contacted several agencies around Yakima and found out that five or six agencies are interested and committed to sending around 16 officers to a 40 Hour Crime Prevention Class in Yakima. Daryl asked Greg Snyder if he would mind if WSCPA moved the May 40 Hour Class to Yakima and Greg thought it would be okay. Greg also asked the board if we could do two classes if there was enough people to go to Spokane. Greg and Daryl were asked by President McKellar to work on this project and to make a recommendation at the next board meeting. Daryl advised the board that Boeing Security has contacted WSCPA with the idea of doing a 40 Hour Basic Crime Prevention Class for it’s security class. Daryl will send the request to Marion for her to follow up on. Greg advised the Board that his sheriff as asked to do a 16 hour Region 7 training at Spokane County Sheriff’s office in March. Greg thinks it will be the first full week in March. Greg will send the information to the office. 24 Hour CPTED Jill Boudreau and Daryl Pearson reported 12 people attended the 24 Hour CPTED class in Mount Vernon. Daryl reported that everyone has paid for this class. WSCPA is now looking at future locations for CPTED training. Doug has asked the Board to find a number of certified CPTED presenters to help in future classes. Gerald Abernathy asked what the standards were for the 24 Hour Class. Daryl told the class that a presenter would have to have 40 Hour Basic Crime Prevention Class, and a 24 Hour Basic Class and experience in doing CPTED surveys. Tim Crowe is scheduled to do a 24 Hour School CPTED class at Sunnyside. Daryl was asked to check into the new Washington State CPTED code and to make a report at the next board meeting. 40 Hour Hospital Crime Prevention and 40 Hour Computer Forensics Class Jim Sawyer is ready to schedule both of the above classes. He is looking at one for June and the other for August. This would create some positive cash flow for WSCPA during that time frame. Income comes to a standstill from July to November. These classes would help overcome the income problem. 16 Hour Volunteer Training in Pasco Gerald Abernathy asked Maria Stidham about the Volunteer Class in Pasco. Maria advised that we have not received any registrations for the class and it will be on hold until further notice. Spring Conference President McKellar told the Board that the trip to Washington DC has at least six vendors that are going to come out for the conference. He hopes to have at least 12 quality vendors including Robotronics, Virginia Police Institute, Department of Justice, and others. President McKellar is working on several Child Safety topics for the conference. Robert is hoping to bring out the Youth Crime Watch People for a presentation to help us involve our youth in our crime prevention efforts. Robert says the premise is that kids will listen to kids and if we should involve them in our efforts. Robert hopes to have the conference package ready to go on the web site by the end of December. The Red Lion Hotel in Wenatchee is undergoing a complete renovation and we will be the first group back in the Hotel. Robert reminded the Board to give him any speaker recommendations as soon as possible. He would like all vendor information as soon as possible. Robert would like to have any history of WSCPA sent to the conference committee. Robert said that we will not be charging the vendors for our 30th anniversary. Kay reminded Robert that the tables will cost the association some money. Robert says that the vendors will be responsible for the tables. Several members of the board told Robert that they have vendors that might be interested in coming to Wenatchee. Robert advised the Board that the February Board meeting will be held at the Wehatchee Red Lion. Calendar We want a different look on the website and calendar at least two months. Daryl was asked to make both the Training and Calendar pages up to date as possible. Daryl has set the calendar for Regional Reports and for the deadlines that Regional Directors send in their pictures and materials for the website. Daryl was asked to print the calendar out to the board members. Daryl told the board that this will happen when the minutes come out. President McKellar told the board that all agenda items need to get to Daryl along with the Regional Directors Reports. These will be posted or sent to the board members. WSCPA Web site Steve Paxton brought up the web site and wanted WSCPA to do a better job with the web site and Calendar. Steve asked if WSCPA needed a full time person for the updating the web site. Steve feels the web site is a doorway to WSCPA. Steve sent President McKellar and Daryl Pearson some noted changes to the web site. The Board discussed the website and agreed that it needed to be updated. Steve was asked by President McKellar any ideas he has for the web site. President McKellar will go to Walla Walla and meet with Daryl and the Ruben Bybee on the web site. Steve asked the board for direct access for the web site. President McKellar wanted any changes the Board would like to make to the web site sent to him and Daryl as soon as possible. President McKellar will schedule a meeting in Walla Walla. Daryl told the board that he needed to apologize to Steve because I only saw the first page and not the rest of his email. President McKellar assured the board that this would be taken care of by the February Board meeting. WSCPA Policies and Procedures Daryl reported that he is working on the first draft of the policy and procedures manual. The By Laws were used as the outline and the current document is about 23 pages long and needs a lot of work. Several members of the Board including Larry Nelson, Gerald Abernathy, Kay McKellar, and Maria Stidham offered to help Daryl with the policy and procedures manual. AARP Stop Fraud Seminars Daryl advised the Board that Walla Walla Senior Center will be hosting a Stop Fraud Seminar November 9th. We will have representatives of the AARP and Wa. State AG’s office at this seminar. Kay McKellar told the board that she is working with Chelan and Douglas County in scheduling a seminar. Kay hopes to have dates for this soon. Kay will advise the office as soon as it is set. Daryl advised the Board that AARP has contacted the WSCPA office in doing reverse phone call backs. Doug Shadell has an opportunity to call past victims of telephone fraud to advise the victims of safe activities to use on the phone if they are contacted again by people trying to fraud them. McGruff and Scruff Costume Daryl advised the board that WSCPA ordered a Scruff and McGruff costume at the Washington, D.C. conference. The total cost is $2,940 for the costumes and that Daryl will raise the money in Region Eight. Right now $1,715 has been raised with the idea that the costumes will be available to anyone that would want to rent a costume and that they pay for the shipping and a fee of twenty-five dollar. Kay McKellar made a motion that we provide the costumes for the shipping and a twenty-five dollar fee for maintenance and replacement of the costumes in the future. Gerald Abernathy seconded the motion and the motion passed. Vicki Ruley from Walla Walla PD will be coordinating the renting of the costume. Both McGruff and Scruff will be available for the Wenatchee Spring Conference. WSCPA Display Table President McKellar reminded the Board that he was asked to check into a display board. He told the board that we might be looking at a $3,000 cost. He also told the board that we might not be able to afford more than one. He felt that UPS costs makes it more effective to ship the display wherever it is needed. President McKellar would like to see this put together by the Wenatchee Conference. Kay thought it might be better to have a number of smaller displays available for different meetings and conference. Kay reminded the board that one unit might not be a good thing for WSCPA. The idea was discussed for some time and Kay and Robert McKellar will study this issue and bring back their recommendations at the February Board meeting in time for us to order it before the April conference. Steve Paxton asked the Board to look at budgeting one for the east side for 2006 and one for the West side of the state for 2007. British Columbia Conference Gerald passed out a synopsis of his trip to the B.C. Crime Prevention Conference. He was very happy with all the presentations that he went to. Gerald went to the Block Watch Society of British Columbia because he had heard they had a new track to Block Watch. Gerald was very impressed with the entire conference. Gerald told the board that they have a lot of the same problems that we have here in Washington State with Block Watch members moving around their District. Gerald told the board that he invited the President of the British Crime Prevention Association to come to our Spring Crime Prevention Association. The President told Gerald that she might come down with a contingent to the WSCPA Conference. We will look forward to hearing from her. Gerald also advised he Board that we need to get Glenna Trout for our Spring Crime Prevention Conference. President McKellar is going to try and get her for a four hour session for the Spring Conference. Gerald told the board about a new Child Safety Program in British Columbia. Steve Paxton had this same instructor in Everett and says the program is excellent. President McKellar is going to check into this for the Spring Conference. Steve told the board that her training goes for six hours. We will check and see if we can bring her out on another conference or training date. WSCPA 30th Crime Prevention Logo Daryl advised the board that these logos were presented at the Executive Board meeting in September and the group agreed that WSCPA should be spelled out along with other lettering. The Board asked President McKellar to check into 30th Anniversary pins for the Spring Conference. President McKellar has one other vendor to check with and Greg Snyder stated they used a good vendor for the Spokane Sheriff’s pin. Greg Snyder and President McKellar are supposed to get together to make sure the logo identifies us as the Washington State Crime Prevention Association. It was agreed that we would stay with the seeing eye logo for the 30th Anniversary. President McKellar will try to have something ready for the February meeting. The Board discussed having Barry Black providing shirts and other materials for the Spring Conference. President McKellar will work with Barry for the upcoming conference and to make sure there are current pictures on the web site. Web List Serve Daryl asked the board if anyone had heard of a company out of Redmond called Law Enforcement List Serve. No one had heard of this company but Steve new of the concept they work with. Daryl asked Steve to look into this for WSCPA. Steve will bet back to Daryl as soon as possible. Daryl told everyone that the Board has a board list serve on the web site and President McKellar will include this in our meeting when he goes to Walla Walla to talk to Daryl and Ruben about the web site. RAD Training Request Daryl asked the board if they knew the WSCPA RAD instructors. Tonya told the group that Pierce Transit has a team. We currently do not have a list of names of the WSCPA trainers. Daryl asked the Board to keep their eyes open for Shelby Gifford and to have her call Daryl. State EMS and Critical Threat Analysis John Turner could not make the meeting for an unknown reason. John was going to talk to the board about a Homeland Security Program of doing Critical Threat Assessments for the State Emergency Services Agency. Daryl will call and find out what happened to John. Meeting Adjourns President Robert McKellar called the meeting adjourned at 16:20 hours on Tuesday, October 25, 2005. |
