WSCPA Board Meeting
October 7, 2002
Tukwila PD – Southcenter Mall

The meeting was called to order at 9:12 AM at the Tukwila Police Department – Crime Prevention Sub Station at Southcenter Mall.

Present were:
Alexandra Kasuske, Shelby Gifford, Doug Reynolds, Jon Skiffington, Bob McKellar, Marion Swendsen and Daryl Pearson. Excused were Chuck Fulton, Sharon Tolton, Kay McKellar, Michael Dick, Steve Duehn, Sandy Richards, and Steve Rittereiser. We did not have enough people for a quorum. 

President’s Message:
President Shelby Gifford told everyone that the 40 Hour Basic was ready for November 4-8 at the WSCJTC at room E 290. We currently have 10 people signed up with brochures sent out to every Sheriff and Police Chief. We hope to have 25 for the class. 

Consent Agenda Items:
Shelby showed everyone a copy of the new Court Services brochure. These were mailed out to every  District and Municipal Court in Washington State . The next Court Services Class will be November 20, at 6:00 PM for Thurston County

Consent Agenda:
The group discussed several items on the Consent Agenda. Kay McKellar gave us a written Treasurer’s Report with $15,246.08 in the checking account. We did not have a CD balance at the meeting. Daryl told the group that he was still waiting for the bills from the Spokane 40 Hour Basic and that would be sent in as soon as contact could be made with Michael Buschmohle. We pay Michael $800 for his four hour class plus travel expenses to Spokane . Michael has been in China working for City University there and hasn’t responded to our calls or emails.

Regional Director’s Role:
The group talked about the regional director’s role in WSCPA. We discussed the existing job description and the fact that the budget held $500 to defray costs for trainings and meetings. Daryl was asked by the group to make a copy of the job description and the forms for reimbursement and to send them out to each of the directors. The group discussed doing  3-4 hour trainings including topics from the  40 Hour Basic Crime Prevention Course and supplementing these with specialized training. The Regional Directors were asked to give sufficient notice to the office to place this information on the Web site so other people might attend.

Marion expressed the feeling that the Regional Directors were sometimes left out of the loop when planning conferences and major events. WE discussed this to some extent and agreed that everyone was going to have to be involved in the Business Watch Program with NCPC and the Safe School Program.

We discussed the importance of contacting the membership and creating informational databases on our Block Watches and Neighborhood Associations. It was hoped that these people could be sent membership applications and that they would join WSCPA. The office is currently working on WASPC, Independent Insurance Agents, hope to receive list of hospital contacts from Jim Sawyer, and ASIS information from Doug Reynolds and Daryl Pearson.

  In Old Business the Budget was put on hold because of not having a quorum.

Spring 2003 Conference:
The Spring Conference will be held in Puyallup in April of 2003. Daryl was asked to check to see if this will be WSCPA’s 25 anniversary. We might be able to use this to our advantage with advertising. 

The group discussed the importance of having a good Conference manual including, speaker’s notes, agenda, tickets, places to eat and things for people to do. The group discussed the possibility of having an Awards Dinner and Alexandra was asked by President Gifford to check this out.  The group discussed past awards selection processes and asked Alexandra to make sure that the Award Winners will be present at the conference and that the award winners dinners or lunch would be covered by the Association. Any guests would have to buy their own tickets.

Shelby told the group that they were going to plan lunches to be the responsibility of the attendees thus saving the association the costs of lunches. We would provide coffee and a possibility of a Hospitality Room during the conference at the hotel. Doug Reynolds suggested leaving time in one of the afternoons for attendees to walk around or resource with the other attendees. Alexandra suggested that we make sure that WSCJTC gave credit for future conferences.  The group suggested a First Time Attendees Class or Beginners Class be given as part of the conference. We talked about a number of subjects including the NCPC programs, Crime Prevention Practitioner Wellness, Child Abduction and others as possible topics.

We discussed the different tracks of training. The Conference Committee will advise the rest of the board by email of all preparations. The group set the price for the conference at $150 and $20 for the Banquet.

New Business:  

United for a Stronger America :
United for a Stronger America – Business Watch Program. We were unable to make contact with Jim Copple from NCPC. Jim was to tell us the date and location of the Race – Ethnicity Conference.  The kickoff is set for November 15 at the conference hotel. WSCPA will need to do Regional Trainings on Business Security. We hope to have four Regional Trainings and up to eight if all the regions want to participate. Region 8 – Walla Walla , Region 2 – Sea Tac, Region 3- Puyallup , and Region 4 – Vancouver volunteered to have the trainings. The group suggested that WSCPA proceed on this project. 

Safe School ’s Project:
Shelby and Daryl told the group about another program where WSCPA would be paid between $2,000 to $3,000 to complete a CPTED/Physical Security Audit on a school. The Audit would include an evaluation on peer tutoring and mentoring and the recommendations would go back to the school . But NCPC and Allstate would give the participating school $10,000 to work on the recommendations. Daryl suggested WSCPA provide a school audit for Ellensburg High School . They came to us for help about a year and a half ago. The group agreed and asked Daryl to talk to Steve Rittereiser as soon as we found out more about the program. 

2004 Conference in Pasco :
Pasco PD gave WSCPA a letter from Denis Austin, Chief of Pasco PD asking to host the 2004 Conference. The board discussed the letter and suggested that we accept their request. Daryl was asked to contact the Pasco Police Department and talk to Chief Austin to tell them that we have accepted their invitation. 

Crime Prevention Standards:
Sandy Richards asked the board to check into Practitioner Certification. She would also like to have WSCPA research  Crime Prevention Standards in locks, lighting, CPTED and so on. The board will take this on as a future project.

Michael Dick Resignation:
Michael has given a letter of registration to the WSCPA Board. The group asked Shelby to check with other Region 3 members to see if they would be interested in the job and to contact the board at a later date with the names of those interested in the job.
