Regional Director’s Luncheon
Shelby Gifford, Mike Dick, Sandy
Richards, Kay McKellar, Bob McKellar, Ron Kerns, Gerald Myklebust, Cal
Baker, Jon Skiffington, Doug Reynolds, Chuck Fulton, Daryl Pearson and
guests Pam Dick and Mike Gifford attended the Regional Director’s
Luncheon. The Regional Directors were asked by Shelby and Daryl to contact
the members in their region for any training, program needs, and
up-to-date information including email addresses and to forward this
information on to the office.
Shelby
told the Regional Directors that they will
be responsible for written Regional reports for all board meetings.
Daryl asked the
Regional Director’s help in finding Agency and Sponsoring Memberships.
He told the Regional Directors that WSCPA’s budget depends on the number
of members we have. Daryl asked the Directors to send any names they might
have for sponsors to the office for follow-up contact.

Those present were Marion Swendsen, Mike Dick, Sandy Richards, Kay
McKellar, Ron Kerns, Bob McKellar, Steve Rittereiser, Gerald Myklebust,
Cal Baker, Shelby Gifford, Jon Skiffington, Doug Reynolds, Chuck Fulton,
Sharon Tolton, Alexandra Kasuske, and Daryl Pearson. Excused were Jim
Sawyer, John Turner and Lew Clark.
President’s
Report – Chuck Fulton
Chuck thanked the members of the
board for their hard work. He was especially grateful to Alexandra for her
efforts as Treasurer and for everyone that stepped up to help with
trainings and conferences.

Minutes
from April 22 Board Meeting in
Wenatchee

Daryl had copies for those
present to review. There were no changes to the minutes and Ron Kerns
moved to accept the minutes as presented and Sandy Richards Seconded and
the motion passed.
Treasurer’s
Report:(See year end report)
WSCPA has just over $30,000 in
the two accounts. Daryl told the board that we had not billed the WSCJTC
for the last Basic Crime Prevention Class because Michael Buschmohle
hadn’t sent us a billing. Daryl was directed by Sharon Tolton to send in
what expenses he could find to WSCJTC as soon as possible. Daryl also
asked if NCPC had paid back the two-thousand dollars that they had
promised at
Wenatchee
. This money was repaid. A motion was made
by
Marion
to accept the Treasurer’s Report as
given with a second from Kay. The motion passed.

Region
1:

Region
2:
Doug stated that the region has
been very busy with Child Restraint Inspections and other crime prevention
activities. Doug told the board about a two day Crime Free Multi Housing
Program being sponsored in
Monroe
and a two or three day CPTED training
being planned for September. Doug asked the board to provide WSCPA binders
for those attending the CPTED training. The participants will be paying
seventy-five dollars a piece with the proceeds going to WSCPA.

5:
Bob McKellar the new Region 5
Director stated that there was nothing new to report at this time but that
he was happy to be the Region 5 Director and would be calling all the
members in his district to introduce himself.
Region
6:
Cal Baker says he is very happy
to be a member of the board and will be looking into a Volunteer Training
in the
Moses
Lake
area. Daryl reminded the board that he
will be working with the
Yakima Sheriff’s office on an eight hour Volunteer Training September
22.
Region
7:
Sandy
told the board that she was happy to be
there but wondered if the board needed to replace her because of the
travel restrictions placed on her by her department.
Sandy
told the board that she would be happy to
work on any project as long as she could do it from her department.
Sandy
just completed a review of WSCPA’s 40
Hour Basic Crime Prevention Manual and sent it
to the office.
Region
8:
Steve Duehn was unable to be at
the meeting because they were having their first Block Watch Presentation
in
Waitsburg
,
WA
. Waitsburg was a very tough city to get
involved in the Block Watch Program so Steve needed to stay home to be a
part of the program.
Court
Services - Shelby Gifford:
Shelby
is almost ready to send out Court Services
Flyers to all Judges and Prosecutors. She
asked the board for a number of flyers and they gave her permission to
spend three to five hundred dollars. The brochures will be labeled and
sent to the office for mailing sometime around September 1st.
Shelby
hopes to start the trainings in October or
November.

Steve had to leave after his presentation and had no report.
Teens,
Crime and Community – Daryl Pearson
Daryl reported to the
board that he had called the TCC member’s list given to him by NCPC.
Daryl reported that 3 out 4 people would like to see the program continue.
Daryl recommended that WSCPA
run it for the first 6 months to a year. WSCPA would evaluate the progress
and then either continue the program or give it back to NCPC. There were
no questions from the board and no motions for further action.

Rape
Aggression Defense Training – Shelby Gifford and Doug Reynolds
Lisa Isaacs from Puyallup Police
Department contacted Shelby and Doug about WSCPA becoming a part of a
state-wide “Rape Aggression Defense” training being provided from
California
. Lisa said the instructors would come to
Washington
State
to teach a Train-the-Trainers Course to
members of WSCPA and then WSCPA could take the training statewide at
either Regional Trainings or Conferences.
The Twelve Hour
Training includes three hours of Basic Safety and Crime Prevention, six
hours of Physical Techniques,
and three hours of Dynamic Simulation where the trainees can use the new
information on a suspect (dummy in protective suit).
Shelby
reported the training was very successful
and well received in the
Puyallup
area.
Selected WSCPA
Instructors would be given a 31 Hour Course which covers all course goals
and teaching techniques. The cost to bring the Instructors up from
San Diego
was stated at $1200. This would give WSCPA
enough certified instructors to take this course statewide.
A number of questions
were brought up about course liability. The RAD Program assumes all
liability as long as the Instructors do not go out of the scope of their
training in presenting the classes. The instructors must teach two classes
a year to keep their certification up.
Shelby
told the group that RAD had to convince
both Loc Reeder and Shelby that they assumed the liability issues before
Puyallup
would use the program.
Sharon Tolton asked a
question of how the instructors would be chosen. A thought was to take a
look at the current list of instructors at the WSCJTC and maybe have a
committee chose the instructors from this list.
Sharon moved that
WSCPA provide the $1200 needed to send 1 person from the East side and two
from the West side of the state to RAD training provided the training
equipment be provided by Central Washington State University with the goal
of spreading the program throughout Washington State. Jon Skiffington
seconded and the motion passed.

Materials

Daryl reported that WSCPA was
out of three inch Operation ID
stickers and had about 500 Do It Yourself Crime Prevention Manuals. Pemco
has decided not to re-print the Do It Yourself Crime Prevention Manual.
Their policy is to partner with someone for 2-3 years and they have
partnered with WSCPA for almost 8 years and felt that they needed to do
something else.
The board talked about
re-writing the Do It Yourself Booklet and asked Daryl to check different
printing possibilities. The board was directed to send any names of people
interested in doing the printing to Daryl for follow-up. A Committee of
Jon Skiffington, Doug Reynolds, Marion Swendsen, Shelby Gifford, Mike
Dick, Bob McKellar, Jim Sawyer and Daryl Pearson was formed to look at
re-writing the “Do It Yourself Crime Prevention Manual” and to report
to the Executive Board Meeting in September.
Web
Site – Daryl Pearson
Highspeed Communications is now working with Daryl on the Web site.
Highspeed will help Daryl up-grade the site and then set Daryl up so that
he can make any necessary changes. Daryl in turn asked the board for
articles for a newsletter and promised to have one on the internet by July
15 with a new one every two months there after.

Hour Volunteer
No Report
Crime
Prevention Class – Doug Reynolds
Doug and Alexandra are going to
work on a date and site of the next 16 Hour Volunteer Crime Prevention
Class.
Calendar
– Daryl Pearson
Daryl gave everyone present a copy of the WSCPA calendar and asked
everyone to give Daryl notification in a timely manner any information,
regional news or trainings that should be added to the calendar. The
calendar is a tool we have on the Web site in two locations. We have a
calendar page and each regional director has a calendar under his picture
in the Regional Map.
Washington
State
Criminal Justice Commission – Sharon M. Tolton
Sharon
reported the Commission was faced with an
additional 1.5 million dollar budget cut. WSCJTC will reduce the amount of
money for WSCPA Training from the yearly $10,000 to $7,500. They may have
to reduce farther if the state comes out for additional budget cuts. The
WSCJTC had to cut the number of classes for regular officers and give
exemptions to some officers to meet their training requirements. They are
in the processes of reviewing the 720 hour curriculum.
Sharon
told the board that budget cuts forced
them to close their print shop at the
Training
Center
.
Sharon
told the board that they started giving
crime prevention brochures out at WSCJTC graduations.
Sharon
also asked the board if we might be
interested in having a member on the Law Enforcement Executive Forum and
the board agreed.
Sharon
is going to look into this and report
back.
President Fulton
expressed WSCPA’s concern over the budget cuts that the WSCJTC was going
through and told
Sharon
that we would do whatever necessary by
partnering with WASPC, WSCJTC and LEEF in restoring criminal justice
funding.
Spring
– Regional Conference Committee Report
The Spring Conference Committee
of Alexandra, Marion, Shelby and Wendy Davis met on the question of a
Spring Regional Conference or State Training and gave the following
report. Alexandra started by calling the Idaho, Oregon, and British
Columbia Crime Prevention Associations asking them if they would be
interested in participating in a Regional Conference and they all said not
this year but maybe in the future depending on dates and if it interfered
with their conferences.
The committee looked
at the Regional Conference with several break-out sessions going on at the
same time and the amount of work such a conference would take versus a
State-wide training with one or two break-outs. The committee recommended
a State-wide training at this time for the Spring of 2003. The committee
discussed the possibility of this being WSCPA’s 25th year
anniversary and Daryl was asked to look into it and report back at the
Executive Board Meeting. The committee also looked into family oriented
training during the summer. Questions arose as to the correct time to have
the training because of the DARE and other conferences and trainings that
were already scheduled.
The committee would
like to have the conference at a resort
or a location that would draw a lot of people. Steve Ritteresier reminded
the board of a WSCPA Conference that was held on the coast which became a
headache because of the weather and it’s remote location.
Steve Rittereiser made
a motion that WSCPA look at partnering with NCPC and other Crime
Prevention Associations on a Regional Crime Prevention Conference in the
Spring of 2004. Jon Skiffington seconded and the motion passed.
Ron Kerns made a
motion that the WSCPA Spring Conference be held on
May 5, 2003
with the location and separate tracks of
training for the beginner and advanced crime prevention practitioners.
Topics to be decided by the conference committee.
Marion
seconded and the motion passed. Daryl was
asked to contact NCPC and see what resources would be available to us and
to give this information to the conference committee. The conference
committee was reminded to find additional people to help them with
preparations for the conference by President Fulton.
WSCPA
2002-2003 Budget:
Kay, Alexandra, and Daryl were
asked to come up with a tentative 2002-2003 budget. Daryl is to send it
out to all board members to review and any comments sent to Daryl in time
for the Executive Board meeting.
Board
Speakers and Trainers – Daryl Pearson
Daryl asked the board if they
would like to have future presentations or trainings provided at the WSCPA
Board Meetings. The Board thought this meeting was very productive and
told Daryl to schedule future Board Meetings in the same way.
