Welcome
and Call to Order:
The meeting was called to order at
1:15 P.M.
by President Doug Reynolds.
President Reynolds welcomed everyone to the meeting and thanked
them for coming.
The
members present were:
Robert McKellar, Kay McKellar, Marion Swendsen, Doug Reynolds, Larry Nelson,
Gerald Abernathy, Melissa Locke, Stella Kent, Gerald
Myklebust (arrived late) and Daryl Pearson.
Excused:
Chief Denis Austin called to excuse himself from the meeting.
President’s
Message: Doug Reynolds
Doug reminded the board about the issues that were brought to the
WSCPA
Board from the last meeting. Doug received an email from Joie Worthen
about working on these issues that included: WSCPA By-Laws, Articles
of Incorporation, a Policy
and Procedures Manual and a Crime Prevention Certification Committee. The
past two months these people called a number
of WSCPA Members asking questions about past activities and where
the archives are kept.
They contacted Steve Rittereiser who stated that all the archives are
with the WSCPA office in
Walla Walla
. Neither Doug nor Daryl have
heard
from this group or have they requested a place on the agenda to discuss
what they
have found out.
Stella
Kent
asked what the time frame was for this group to come forward
for any By-Law changes. Daryl advised everyone that this group was
asked
to come to this meeting to give us
an update and to proceed with any
changes they would like to make at the June Board meeting. We would
then announce the changes and have a
special meeting at the October
Regional Conference and vote in the
changes.
Doug talked to Kim Dalferes from NCPC to see about the feasibility of a
National Crime Prevention Certification. Doug told the board that NCPC
is currently researching the concept
of certification and will make this a part
of both the East and Western Regional Crime Prevention Conferences.
Executive Director’s Report:
Daryl Pearson
Daryl gave out his Executive
Director’s Report that included a quick update
on the NCPC Conference Committee meeting. Four WSCPA Board
Members met as a part of the working Regional Conference committee.
A
total of nine people met to outline a plan of attack for the Western
Conference. The main thing NCPC wanted from us was advertising, finding
speakers, and sending out conference flyers. Daryl asked about a financial
burden to WSCPA and they stated
that WSCPA shouldn’t have any financial burden.
We will have the opportunity to make money from the conference pin and our
WSCPA clothes with the help of Black Knight Graphics. The conference
will be in October. The conference will be in downtown
Seattle
. Registration fees will be between $185 to $225 and the hotel will be
around $118 a night.
The special development classes will be $80.
Minutes:
Marion
called earlier to report a word misspelling that was cleaned up
before
the WSCPA Board meeting. Doug also stated that he had called ISCPP
about administering the Crime Prevention Practitioner Test at a future
date.
We will not have to pay someone to proctor the exam. Kay McKellar
moved that the minutes be accepted
as presented and Marion Swendsen seconded the motion and the
motion passed.
Treasurer’s
Report: Kay McKellar
Kay gave everyone a run down of all the expenses from
July 1st, 2003
to
April 15, 2004
. Kay stated that WSCPA has $25,638.34 and roughly
$16,000 in the CD account. Kay discussed several bookkeeping items
that she is working on with our accountant.
The accounting review will
take place after the June board meeting. Kay bought a color printer and
upgraded the memory in the WSCPA lap top since the last meeting.
Kay brought up the office color copier
billing process. We have worked
out a process for payment
using our credit card. We are working with
Citicorp to get this problem taken care of. We have been billed a number
of
late fees which were caused only be
Citicorp billing process. Kay told the
board that she will meet with Daryl
to make sure that all these issues are
dealt with. Gerald Abernathy moved to accept
the Treasurer’s Report as presented and
Marion
seconded the motion. The motion passed.
Daryl presented a copy of the 2004
budget to make sure that everyone saw
how our expenses stood with our budget. Daryl reported that the mailbox
telephone has been disconnected. The mailbox was dropped because we
deleted the WSCPA Court Services program. This move should result in a
savings of almost a $1,000 a year.
WASPC
Report: Denis Austin
Chief Austin and Daryl went to the WASPC conference in
Lake Chelan
.
We gave a brief report that resulted in a number of new agency memberships
and new contacts for WSCPA. The next meeting is in
Yakima
in the Spring
and we hope to have a booth at that meeting.
Region
Director’s Reports:
Region
1: Melissa Locke
Bellingham
has put together an alcohol reduction team focused on reducing
the amount of alcohol consumed by under aged drinkers on campus.
They
were able to write a grant with
Western
Washington
University
and the City
of
Bellingham
.
She has been working with the Regency
Park Task Force. This group has
been working on Section 8
housing problems. This is in conjunction with the
Bellingham
School District
. They have already reduced the number of calls
for service by 100 calls a year and have a large number of social service
agencies involved. The Anacortes and Mount Vernon PD are still very
active
in crime prevention.
Region
2: Gerald Myklebust
The PSCPO had a number of speakers from Safe Streets. They talked
about
problem solving with the property owner or the proper government program.
They stressed inviting the problem house or apartment in your block watch
program.
Doug stated that the Seattle
Neighborhood Group was asking Doug to give
his three day CPTED training to their organization. They want Doug to
take
them through his CPTED ordinance in a hope to enforce a code in
Seattle
.
Pasco
Conference Update:
Ericka Garza Hoag welcomed the board to
Pasco
and gave the board an up
date on the conference. She
stated that Captain Aldredge will be here in the morning to welcome the
conference attendees and that Chief Austin will be
out of town.
Region
3: Gerald W. Abernathy
Gerald gave out a written Region 3 report. He added that Lacey,
Tumwater
and
Olympia
are holding monthly multi housing meetings. Lacey has also
started a program where the
inmates are being taken out for city clean up. Gerald also reported that
Lacey had just completed their second Business Watch Program. This program
is becoming very big in the Lacey area and
they are having large amounts of businesses applying for the class. Lacey
is
also preparing for their 3rd Southeast – Asian Citizen’s
Academy and their second Latino Citizen’s Academy.
They have had problems getting this
program off the ground.
Region
4: Larry Nelson.
Lewis
County
just finished their second citizen’s academy.
Lewis
County
won an award from the Washington State Traffic Safety Commission on their
traffic safety trailer.
Lewis
County
volunteers were selected for another statewide award.
Region
5: Robert McKellar
The
Chelan
County
SO
has taken over the police contract for the City of
Chelan
.
Chelan
County
will be starting a business watch program in Chelan.
The Chelan County SO will be
working on building better relations with
their Hispanic Community. They have a Hispanic gang problem showing it’s
face but the Chelan
County
SO
has been shadowing most of the main troublemakers.
Chelan
County
is planning on sending two officers
to the 40 Hour Basic Class in
Spokane
.
Chelan
County
is looking at bringing the Save International Program to
Wenatchee
. One parent is required to attend with their child. They plan this
for sometime in the fall. They are planned to do two sessions and brought
up
the idea that WSCPA help
sponsor the program. Kay was to look into this
program and come back to the next meeting. Bob and Kay told the
board
about
their trip to
New York
and the International Reserve Police Conference.
They made contact with a number of people that were directly involved with
9-11 and the
World
Trade
Center
.
Region
6: Cal Baker
Cal
wasn’t present and did not send in a Region 6 Report.
Region
7: Stella
Kent
Stella told the board that they are creating a Hate Incidence
Response
Team in
Spokane
. They meet every week and volunteers seem to be coming
out of the woodwork. They will
address the greater
Spokane
region with this program. The 40 Hour Basic in
Spokane
has 16 signed up for the class and
all instructors are signed up. One disappointing thing was that we put
together a 16 Hour Volunteer Class Training but the Spokane Cops
decided
not to do it at the last minute and the program didn’t go off.
Region
8: Steve Duehn
Steve Duehn wasn’t present and did not have a report. Daryl reported
that
the Fourth Walla Walla Area Law Enforcement Citizen’s Academy had just
been completed with US Attorney Jim
McDevitt as the final day speaker.
Walla Walla PD is working with their Bank Security Association to
update
all bank employees training and
for the first time including the Check into
Cash places around town.

Gerald held a meeting on the WSCPA
By-Laws.

Spring Conference: - Daryl Pearson
Daryl took the group through the Pasco Budget. We have 56 people
signed
up. Three of these are one day
registrations. Daryl presented a written
budget for the conference. Daryl took the board through the conference
schedule and assigned each board member to do one or more speaker
introductions.
2005
Crime Prevention Conference Location – Gerald Myklebust
Gerald Myklebust will be hosting the conference in the Tukwila area.
2006
will go to the
Wenatchee
area with Robert and Kay McKellar being the hosts.
Marion
made a motion that the 2005 WSCPA
Spring Conference be put on
by Region 2 in the Tukwila area and the 2006 WSCPA Spring Conference
be given to Region 5 in the
Wenatchee
area.
Marion
added that a written presentation be given to the
board at the next board meeting;. The motion
was seconded by Larry Nelson. The motion was passed.

Marion
stated that the class will go on the first full week of November at the
WSCJTC.

Hospital
Crime Prevention – Jim Sawyer
Jim Sawyer is running another class the first full week of August at
the
Samaritan
Hospital
in
Moses
Lake
. Jim has put the entire class together
and is planning on sending all
the proceeds to WSCPA. WSCPA
membership will be given to all attendees.

Hour Volunteer CP Class – Gerald W. Abernathy
No class is currently scheduled. Several agencies have contacted the
office
to see if we can put one
together. Daryl will report at the next board meeting.

We have a verbal commitment from Kay and Robert McKellar. No one

has contacted the office with the intention of running for office. Regions
2, 4,
6, and 8 need to be
elected.
Brion
Schuman Scholarship – Daryl Pearson
We received a total of 23 applications in the first round. My three
Whitman
College interns looked through the applications. They pulled out the best
four to go to the selection committee. The selection committee consisted
of Chief Chuck Fulton, Captain Terry Heisey, and Principal Rick
Nebeker.
The overall winner was unanimously by the entire committee as number 1.
The winner of the Brion Schumann
Scholarship is Tiana Estes. Tiana is going
to
Central
Washington
State
University
.
NCPC
Conference meeting in Seattle – Doug Reynolds
This was covered by both Doug and Daryl in their President’s Report
and the
Executive Director’s Report.
WSCPA
Office Equipment – Computer: Daryl Pearson
We do not have a computer at this time. Daryl’s computer people went
to
the Dell Representatives for a
quote. The quote came in at $3,247 and Daryl wanted to be sure that the
computer does what we want it to do. Plus Daryl wanted the conference to
go off to see how we stand with our available
money. The board voted to increase the amount of money for the new
computer to $3,400. A motion was made by Gerald Abernathy to spend
$3,400 for the new computer. The motion
was seconded by Melissa Locke
and the motion passed. Daryl will work to find the best bargain for WSCPA.
Kay asked that the computer be bought by
June 30, 2004
. A discussion
ensued on buying our own media equipment. We spend a lot of money
every year on items that we could be buying. After some discussion
the
board asked Daryl to come back with a tentative plan and some
estimated
costs and to see about putting this in a 5 year plan.
New
Business:
Crisis
Prevention Institute:
Doug took the four day train the trainer course from the Crime
Prevention
Institute and was very disappointed. The Institute teaches a lot of hands
on
defensive tactics. The training was meant for non law enforcement and
Doug
felt it was a disappointment.
Board
Member Business Cards
Gerald found a source for business cards for those board members that
needed them.
Marion
moved that we buy each board member business
cards and it was seconded by Robert McKellar. The motion passed and
the board asked Gerald to buy the cards for the next board meeting.
